cVIGIL: The App to Ensure Free and Fair Elections
cVIGIL is a free iPhone app developed by the Election Commission of India to provide a fast and reliable channel for citizens to report violations of the Model Code of Conduct (MCC) during elections. The app offers time-stamped evidentiary proof of MCC/expenditure violations with live photo/video and auto location data, which can be relied upon by the election machinery to take prompt action.
The GIS-based dashboard of the app provides a strong decision-making tool to weed out frivolous and unrelated cases even before they are acted upon, thereby reducing the workload of the election machinery on ghost complaints. This app is expected to fill the gaps in the present system and create a fast-track complaint reception and redressal system.
With the cVIGIL app, citizens can play a proactive and responsible role in ensuring free and fair elections. For other types of complaints, citizens are encouraged to use the ECI main website or call the National Contact Centre ator State Contact Centre at 1950.
